Previous Experience

In 2008/9 I was the Quality Improvement Manager for Cornwall & Isles of Scilly PCT, a bespoke position developed to enable me to continue to raising the quality of services for the 200 people with learning disabilities who had moved out of campus provision in Cornwall.

Prior to this for 18 months (2007-08) I was part of the external Change Team in Cornwall who successfully lifted Special Measures from Cornwall Partnership Trust (CPT). One of my main responsibilities was to support CPT to become registered as 3 branches of a domiciliary care agency and achieve acceptable ratings with CSCI.

Alongside this I developed, and implemented a domiciliary care provider selection process which gave choice and control to people with learning disabilities and their relatives/advocates. This involved people being given indicative budgets.

I also worked to improve the quality of support provided to people before they left Campus living, and afterwards. This led me to develop a quality improvement toolkit called ‘Hands Off It’s My Home – a Path to Citizenship’ based on Simon Duffy’s Keys to Citizenship and is endorsed by him. This toolkit is now used across the Country, is available on in-Control, Valuing People, Housing Options and other websites for free use. I offer training on implementation of the toolkit.

Before this I worked for CSCI for 5 years as a regulation Inspector working specifically with people with learning disabilities and mental health needs. I was heavily involved in developing User Involvement and was part of the Regional and National implementation Team for tools like the Easy read reports and Experts By Experience. I was given the opportunity to do a Masters in Health & Social Care Regulation in 2006 and used my dissertation to develop the involvement of people with learning disabilities with little or no verbal communication in Inspection. I developed a toolkit using Talking Mats which has been used within the Commission and influenced policy and process. I now offer training to support providers on using this toolkit within their own quality assurance processes.

I started my social care career as a Social Worker and remain registered with the GSCC. I was also an Approved Social Worker and was involved in closing residential care homes for people with learning disabilities and helping them move into their own homes with support as far back as 1994.
